Welcome, I am Ricardo Inzunza. I was a political appointee in the administrations of President Ronald Regan and President George H. Bush. In that capacity I was privileged to be the deputy commissioner of Immigration and Naturalization service. In 1986, I was fortunate enough to help design, implement and operate the Legalization Program, which made it possible for millions of individuals and families to come out of the shadows and become legal residents of the United States.
During the year the legalization program was in operation the Immigration and Naturalization Service received 8 million applications. 4.5 million of those applications were approved. I am very proud of that fact. We were clearly able to help millions of families to stay here legally.
Unfortunately, 3.5 million applications were rejected. There were many reasons for these rejections, but 3 significant reasons stand out:
1) The applications were incomplete
2) The applications were incorrect and
3) The applications lacked the necessary supporting documents.
In my opinion, this was tragic. Literally millions of persons were unable to step out of the shadow of illegal residence simply because they waited too long to commence the application preparation process. This was so unfortunate, because there was nothing that could be done to help these individuals and families.
Now the United States is on the verge of offering another Legalization program with a path to citizenship and I don’t want to see anyone left out this time.
